What follows is my understanding of this verse...

Behold: Means that the appearance of the white horse will be sudden and notable.

A white horse:
White: Means that it appears righteous. It is a false righteousness.
Horse: The horse represents a entity that is made up of many people. It is a global movement for peace and security without Christ. It has four hooves which means that it reaches to the four corners of the earth. That is to say...it is global.
The following rider of the red horse takes peace from the earth and so, the white horse rider must have brought forth some form of global peace. It is the false peace prophesied of in scripture. Which immediately preceeds destruction.
Had a bow: The bow is in the hand of the rider. Being in his hand means it is something he controls and is his policy (political function). The bow represents the power to shoot arrows. There are no arrows mentioned. Therefore the policy typified is disarmament. The arrows of today are missles. Therefore the politics concerns global disarmament of nuclear and other missles of mass destruction.
A crown was given him: He doesn't earn it. He is chosen as the leader and sent forth to obtain the objective of disarming the world and establishing a false peace and security. The crown signifies he is authorized to rule.
He went forth: He goes forth and is seen after he receives the crown from the hidden prince. (Satan)
Conquering: He has immediate success and is notable for it.
And to conquer: Means he will continue throughout this white horse period successfully.

The end result being that he will bring in a global government which will establish an era of false peace and security.

I think that Obama may be the rider!
If so he will be successful when he takes office.
And not just sorta successful.
Also this is a undeniable sign because it is global in size and not to be historically confused with any national size events.
