Deu 23:23 That which is gone out of thy lips thou shalt keep and perform; [even] a freewill offering, according as thou hast vowed unto the LORD thy God, which thou hast promised with thy mouth.
If you make a vow or a promise then you are under oath or obligated to fulfil that promise or vow.
Then that which is promised or vowed becomes a debt, no?
how can a debt be a freewill offering?
By promising or vowing it is no longer free but owed...isn't it?

Great q!
Since the EIOU, The Eternal IOU of Love has to be paid with both vow and with freewil offering,
then freewill offereings also become debts due to the Love ever-owed---even while the freewill remains free.
It's a case of the formula of Love used in 2 corin 12:10 in reverse: even when it is free, then it is still owed.
Rom 13:8: Love is the eiou.
In the Love that is always free yet always owed,
