Can someone explain to me what justifiable homocide is (not the legal definition - I'm looking for the scriptural definition), and who is justified by whom to commit homocide?

Governments are given war as a means to protect and seek vengence for it's people.

Capital punishment is given to governments to protect and seek vengence for it's people.

Those are the only two I can think of. Individuals never have the right to take a life, however, if one acts as a government representative (such as the "hangman," or a soldier), then they are charged with obediance.

I can agree with that Cpt, but is that a scriptural charge to the government? In other words, does the bible explicate captiol punishment and the government's role in using it to protect society?

Here are a couple of scriptures...

Gen 9:6, "Whoever sheds man's blood, By man his blood shall be shed, For in the image of God He made man."

Num 35:30, "If anyone kills a person, the murderer shall be put to death at the evidence of witnesses, but no person shall be put to death on the testimony of one witness."
Num 35:33, "So you shall not pollute the land in which you are; for blood pollutes the land and no expiation can be made for the land for the blood that is shed on it, except by the blood of him who shed it."

So, scripture is pretty clear-cut about it. And after all, if it wasn't for capital punishment - we wouldn't have a saviour.

Exodus 22:2 If a thief is caught breaking in and is struck so that he dies, the defender is not guilty of bloodshed; but if it happens after sunrise, he is guilty of bloodshed.
