I think it's a lot worse than an invasion of privacy. But this is a bad example, since everyone agrees that the Chinese government is evil.

It was collected at places that offer therapy for women who are feeling guilty and such about having abortions.

Especially since a 13-year-old has no legal standing to consent. It would even be considered rape in Canada, and we have crazy laws about this kind of thing.
