The True Gospel is always preached to the elect, or those chosen to salvation. Granted, we dont know who they are, but our goal in preaching or witnessing the glorious facts and achievements of the death burial and resurrection of the Lord Jesus Christ, is that God would use it the truth to bring His elect into a experiential knowledge of their salvation.

Notice pauls words 1 tim 2:

10Therefore I endure all things for the elect's sakes, that they may also obtain the salvation which is in Christ Jesus with eternal glory.

It was a high privilege in pauls mind to be able to suffer the most extreme suffering in order that the elect would come into a knowledge of the truth..

Now Peter on the day of pentecost opened up the new covenent era of the unconditional blessings procured by the Mediator Of the New Covenent, The Lord Jesus christ and what his blood accomplished matt 26: 28For this is my blood of the new testament, which is shed for many for the remission of sins.
heb 8:

6But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises.

Note: The gospel is premised on divine promises not conditions that men must meet..

heb 12:

24And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things than that of Abel.

Now , peter in expounding the truth of God , makes this statement loud and clear,

acts 2:36

36Therefore let all the house of Israel know assuredly, that God hath made the same Jesus, whom ye have crucified, both Lord and Christ.

There, He was directing His speech the house of Israel The elect of God

How do we know this ? Well first of all , peter like paul and like all other God called preachers, was a preacher of the new covenent promises..2 cor 3:

5Not that we are sufficient of ourselves to think any thing as of ourselves; but our sufficiency is of God;

6Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life.

secondly, Peter knew that all the promises of the new covenant were directed to the chosen of Israel and not all ethnic Israel..

heb 8:

6But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises.

7For if that first covenant had been faultless, then should no place have been sought for the second.

8For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah: 9Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord.

10For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:

11And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest.

12For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.

13In that he saith, A new covenant, he hath made the first old. Now that which decayeth and waxeth old is ready to vanish away.

This is the group peter had in mind when preaching that first sermon on the day of pentecost. Thats why he said later in the sermon, the promise is made to you and all that afar off..

acts 2:

39For the promise is unto you, and to your children, and to all that are afar off, even as many as the LORD our God shall call.

The promise, that is all the spiritual promises of the new covenant, peter knew that they belonged to the elect of that covenant..

It was in view of the new covenant promise of forgiveness of sins heb 8:

12For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.

That peter directed the spiritual reborn penitents to repent and be baptized in the name of Jesus christ. This most abused text , should read or can be read, in view of your forgiveness of sins , even the heidous sin of being conspirators in the death of your lord, You have been forgiven, your sins have been mercifully remitted, God remembers them no more ...they have been purged away by the new covnenant blood..heb 1:

3Who being the brightness of his glory, and the express image of his person, and upholding all things by the word of his power, when he had by himself purged our sins, sat down on the right hand of the Majesty on high:

It was to these obvious newborn creatures who evidenced already a change of heart , that peter directed to repent and be baptized in Jesus name , not to get saved , but because they were saved , they were new creatures in christ..

Peter understood that others of the house of israel which is the Israel of God, would be called into the participation of the spiritual blessings of the New Covenant..

Thats why he says in vs 39For the promise is unto you, and to your children, and to all that are afar off, even as many as the LORD our God shall call

The very first sermon ever preached in the new covenant era was Limited Atonement and directed towards the election of grace..

May God be pleased to give his true people this understanding..
