I have no Scripture to back my statement, but I think You do not have to be married it the eyes of the state to be married in the eyes of God.

Eg
The local reverent once told be of a couple that lived together but they did not marry because they could not afford the documentation.

Under English common Law, marriage is a contract between two people for the purposes of acting as husband and wife. The state recognizes such a contract because certain elements of the contract may need to be enforced by the courts (such as the disposition of joint ownership of property in conflict).
In America, a twelve person jury was required to settle the disputes of a marriage contract (say if the husband was caught in an affair and the wife wanted a divorce). A twelve person jury would have to decide whether the affair occurred, and who got the house, the boat, and the kids.
The marriage license was developed to add the state as a third party to the contract. Since the state was a party to the marriage contract; it (at the behest of a judge) could settle issues of a divorce without the need for an expensive 12 person jury trial. In essence, the marriage license is a divorce license.

But what I am trying to say is, I don`t think it is sinful in the eyes of God if two People live together, but they are not married in the eyes of the state, if they are married in the eyes of God.

Eg. The Bushman live in the desert, they hunt for food using wooden bows. They marry, but the South African government does not know who marries who. I don`t think God sees that marriage as sin.

Take note. According to South African law for every Diet-Capsule sold the Bushman must get paid, because they invented it. So they are not as isolated as most people think.
