This treaty which was scuttled originally by Reagan has been revived by GW himself and resubmitted to the senate.
It seems Bush now supports a new world order that controls the seas, gets its income from mining, drilling and fishing operations and is located in the UN. Since 70% of the Earth is covered by oceans that means this organization controls more area than any single nation and while the UN is not known for its efficiency nor for its conformance to capitalistic principles it might be the most formidable one ever if it is passed through the senate foreign relations committee and the whole senate.
