Great point. It seems clear that this was the ministries of the prophets and of Jesus, and then of the apostles preaching the word of salvation.

Yes, and that is where 1 Peter 4:17 comes into play.....
4:17 For the time [is come] that judgment must begin at the house of God: and if [it] first [begin] at us, what shall the end [be] of them that obey not the gospel of God?

An 'investigation' judgment process is made....as to determine who obeyed the full Gospel message.
4:18 And if the righteous scarcely be saved, where shall the ungodly and the sinner appear?

The Bible clearly defines the 'righteous as those who did exactly, what the Bible says to do.
