Bitterlilly,

You stated that Gen 9:9-17 states that God made a promise to never destroy the earth again but that's not what God said. In Gen:9 9-17 God clearly states that He will never use WATER to destroy the earth. He said it twice so it's very important.

Yes your right about making that distinction. Can I ask you though, did you make this distinction because you believe that God is going to detroy the earth by some other means, like fire for example as mentioned in this verse:

But the heavens and the earth, which now are, by the same word are kept in store, reserved unto fire against the day of judgment and destruction of ungodly men. 2Pe 3:7
