This, in context with other passages, does not say 'do not apply your own understanding', but rather trust in the providence of the Lord over your own power, or lack of power to understand. Accept God and His word as being truthful, trustworthy, and authoritive, knowing that your own understanding, and/or the understanding of others (organizations even) does not warrent this same sort of trust.

I saw a bumper sticker the other day that read, "Don't Believe Everything You Think". 'Tis good advice. At the same time, what other ordinary mortal men say comes from what they think... and if they shouldn't even believe it, neither should you. I feel that if you open your heart/mind to YHWH-Elohim, He will gradually lead you towards Truth.

Notice the sequence....keep the commandments FIRST, then the Holy Spirit comes to do His thing.

Obedience comes FIRST, then the Holy Spirit does His thing.
